After their request in January to move the fixture from 7/3/19 to 21/3/19, Northern realised in late February that insufficient players would be available on 21/3/19 due to a clash with the final stages of the National Schools Tournament. This was ruled as foreseeable at the time of Northern's change request in January, and therefore not 'exceptional circumstances' under rule 3.4. |
